Shelley Readel

Since joining Pennsylvania Sea Grant in 2006, Shelley Readel has served as fiscal officer, overseeing the program’s financial and administrative operations. She manages budgets, monitors compliance with grant regulations, and provides both pre- and post-award support for the program. Her responsibilities include processing and reconciling all program expenditures, creating labor distribution plans, managing cost-share commitments, overseeing financial compliance for all sub-award contracts, preparing monthly financial reports, and ensuring awards are closed out in accordance with institutional and sponsor guidelines. Shelley collaborates with staff to identify funding opportunities, develop budgets for grant proposals, and maintain financial accuracy throughout grant lifecycles. Additionally, she supports the program’s priorities by providing financial projections and recommendations to the staff and program director.
Before joining Pennsylvania Sea Grant, Shelley served as the Information Manager at Penn State’s Plastics Technology Center, a position she held for 11 years. She earned a Bachelor of Science in Business Communications from Grove City College and later completed a Graduate Certificate in Management at Penn State Behrend. In addition, Shelley attained a Certification in Research Administration (CRA) through Penn State University, further enhancing her expertise in grant and research management.
